From the article:

…But no one would should imagine that any deal will deny extremists the ability to exploit the Palestinian cause to justify their own killer rage at the world in general and Jews in particular.

Of course it won’t, nor will it stop various terrorist groups from murdering the thousands of other people they kill around the globe every year:

Global terrorism deaths: 20 years of terror

The attacks of September 11th 2001 killed 2,996 people. Despite the subsequent declaration of a war on terror, over the past ten years thousands more have been killed by terrorists of all hues. […]

Even if we ignore the global toll and focus solely on acts of terror by radical Islamists, it still won’t stop. They’ll continue killing Jews, and Muslims, and Westerners, and anyone else who stands between them and the realization of their grand plan.

As I said privately to a friend earlier this morning during a discussion about this week’s awful events in France, and the possible political & social repercussions there (especially given that it’s an election year and there are hard-right nationalists like Le Pen in the running):

You can’t stop an ideology by outlawing minarets or face-veils or whatever—they’re not the problem. Hell, they’re not even a symptom of the problem, they’re just easy targets because they’re so visible.

This is a battle of ideas, and the only way to beat an idea is with a better idea, a more convincing argument, and a sincere show of good faith. Laws, and guns, and bombs won’t work—they’ll just harden people’s resolve (on all sides).

We haven’t figured out how to do that yet, at least not effectively. The extreme ideologies have to be marginalized. But how? I don’t know. The only thing I know for sure is it’s not going to stop until we do, and when I say “we” I’m not referring only to a specific country, culture or religion, but to all decent, law-abiding people of good faith everywhere.

There’s also the problem of lack of support in places like France:

Toulouse shooting exposes rift between French Jews and Muslims

Several Muslim and Jewish leaders appeared united on French television after the attack in Toulouse, but officials within the Jewish community have no illusions: French Jews and Muslims are deeply divided.

“Don’t tell me French Muslims appreciate Jews - 50 percent of them hate Jews,” Rabbi Michel Sarfati told Haaretz on Thursday. The rabbi created the Jewish-Muslim friendship group and has traveled across France for several years preaching moderation.

“Many hate Jews because extremist imams denigrate Jews in their sermons. They say we’re Israel’s puppets. Moderate Muslims try to fight this hatred, but they’re being threatened, and they get no support from the state.” […]

I can’t figure out if the French government simply hopes this will all go away if they keep passing laws but otherwise ignoring the problem, or if they prefer to let things fester & worsen in the hopes that the “undesirables” will eventually do each other in.
